Animation is a dynamic medium in which images or objects are manipulated to appear as moving images. Animators are artists who specialize in creating animation. It is basically categorized into 2D traditional animation that is done manually by hand and 3D-digital animation that is done by using various software applications. It is finding its use in mobiles, software applications, movie visual effects, visual communication and advertising. In traditional animation, images are drawn or painted by hand on transparent celluloid sheets to be photographed and exhibited on film.
Today most animations are made with computer-generated imagery (CGI). Computer animation can be very detailed 3D animation, while 2D computer animation can be used for stylistic reasons, low bandwidth or faster real-time renderings. Apart from short films, feature films, animated gifs and other media dedicated to the display moving images, animation is also heavily used for video games, motion graphics, entertainment, education, design, simulations and special effects.

‘Internet of Things’ (IoT) is a term used to denote the inter-networking of physical devices, vehicles, buildings, and other items embedded with electronics, software, sensors, actuators and network connectivity in a setting that enable these inter-connected objects to collect and exchange data. IoT is based on the interconnection of computing devices embedded in everyday objects through the Internet. This inter-connection of smart devices will enable such devices to send and receive data over the Internet.
IoT has a potential to contribute significantly towards innovating farming methods and meeting the challenges of rural areas of India. It may be noted that agriculture (including related areas such as horticulture, animal husbandry, fisheries, plantations, sericulture, storage and marketing of produce from such activities etc.) provides most of the livelihood avenues for the rural population of the country. In the national context, most of the benefits of the growth of Information and Communications Technology (ICT) such as output and employment have remained confined to the urban areas. The application of IoT can help in addressing the needs of rural India in several aspects including improving the productivity, incomes and sustainability of farming. Appendix-1 furnishes the pertinent details.
The present proposal seeks to establish a Centre of Entrepreneurship in Software Technology Parks of India (STPI) Guwahati, with the facility focusing upon IoT applications for the agriculture sector. This Centre will primarily help the start-ups working in the above area to use the available facilities to implement their innovations. In addition; support services like mentoring, workshops and seminars, as well as other types of support from Partners will be provided to the start-ups registered with the facility.
Emerging Technologies (AR/VR) in Imphal

Emerging technologies refer to technologies that are being developed and that have a capacity to change the existing business and social conditions. These technologies are marked by features as novelty of approach, cross-technology approaches, prominent impact, radical changes etc. Such technologies have the potential to accelerate the development of select regions and to benefit the geographies significantly.
Emerging technologies include a variety of technologies such as educational technology, information technology, nanotechnology, biotechnology, cognitive science, robotics, and artificial intelligence. New technological fields may result from the technological convergence of different systems evolving towards similar goals. Convergence brings previously separate technologies such as voice (and telephony features), data (and productivity applications) and video together so that they share resources and interact with each other, creating new efficiencies.
In the present proposal, the CoE at Imphal will concentrate on the development of emerging technologies (AR/VR) in the areas of educational technology, virtual reality, augmented reality, gaming and animation etc. The idea is to develop new approaches in areas of relatively fast growing technology having the potential to exert a considerable impact on the socio-economic conditions of the state and of the NE Region.

Healthcare is the maintenance or improvement of health via the prevention, diagnosis, and treatment of disease, illness, injury, and other physical and mental impairments in human beings. Information and communications technologies (ICTs) can play a critical role in improving health care for individuals and communities. ICTs also provide the capacity to improve health system efficiencies and prevent medical errors. It involves "the application of information processing involving both computer hardware and software that deals with the storage, retrieval, sharing, and use of health care information, data, and knowledge for communication and decision making."
Computers and communications attributes can be networked to build systems for moving health information. Informatics is yet another integral aspect of IT. Applications can include components like Electronic Health Record (EHR), Electronic Medical Record (EMR), Personal Health Record (PHR), Medical Practice Management software (MPM), Health Information Exchange (HIE) and many more. There are multiple purposes for the use of IT within the health care industry. Further, the use of IT is expected to improve the quality of health care, reduce medical errors and health care costs to improve health care service efficiency

A geographic information system (GIS) is a system designed to capture, store, manipulate, analyze, manage, and present spatial or geographic data. In general, the term describes any information system that integrates, stores, edits, analyzes, shares, and displays geographic information.
GIS applications are tools that allow users to create interactive queries (user-created searches), analyze spatial information, edit data in maps, and present the results of all these operations. Geographic information science is the science underlying geographic concepts, applications, and systems. GIS can refer to a number of different technologies, processes, and methods. It is attached to many operations and has many applications related to engineering, planning, management, transport/logistics, insurance, telecommunications, and business. For that reason, GIS and location intelligence applications can be the foundation for many location-enabled services that rely on analysis and visualization.
Modern GIS technologies use digital information, for which various digitized data creation methods are used. The most common method of data creation is digitization, where a hard copy map or survey plan is transferred into a digital medium through the use of a CAD program, and geo-referencing capabilities. With the wide availability of imagery (from satellites, aircraft and UAVs), heads-up digitizing is becoming the main avenue through which geographic data is extracted. Heads-up digitizing involves the tracing of geographic data directly on top of the aerial imager.
Many disciplines can benefit from GIS technology. An active GIS market has resulted in lower costs and continual improvements in the hardware and software components ofGIS, and usage in the fields of science, government, business, and industry, with applications including public health, crime mapping, sustainable development, natural resources, regional and community planning, transportation and logistics.
In addition, drone technology has many interesting possibilities for proper monitoring of projects in the NER Region. Accordingly, the CoE for GIS Applications (in Itanagar) will also engage itself with this area, as GIS and drone technology have many intersecting possibilities.
